The Alliance of United Races is a political body that acts as a form of United Nations for the various factions of the galaxy.

Created in spirit after the end of the Human-Covenant War and the defeat of the Loyalists, the Alliance of United Races (AUR) was originally just a theoretical thing, a description for the Alliance that had formed between Humanity and the races of the Covenant. Officially formed in 2575, the Alliance of United Races came to serve as a form of United Nations for the various races of the galaxy, starting with the UNSC, the USR, and the Plainsfierians, as well as the Sangheili's client races: as more species were discovered, they also joined the AUR; this continued all the way into the Necros War, with the Yanme'e Hives and the Jiralhanae Alliance joining during the advent of the Necros (they had kept mostly to themselves up till said point, but the Jiralhanae soon realized that the Necros were too much of a foe for them alone, and reluctantly joined, while the Yanme'e joined after an attack on Palamok itself).

[edit] United Earth Government
The United Earth Goverment is the human Goverment before during and after their near fatal war with the Covenant. Despite this, they have remained in power, mostly as threats like the United Rebel Front were silenced by popularity by the UEG saving humanity in the war and the fact the majority of their colony strongholds were destroyed during the course of the war. To this day the UEG remains the steadfast Earth Goverment and joint founding member of the Alliance of United Races.
[edit] United Sangheili Republic
The foundations of USR lay in the Great Schism, where the Elites broke off from the covenant. While many military commanders began to organise striking back at the Covenant, the Sangheili Councillors not present at High Charity (largely due to the machinations of Accla ‘Jar Vor Rojasee, who suspected treachery in the Prophets) began to lay not only the ground work of the USR but also the Alliance of United Races. It was officially formed a few days after the end of the Human-Covenant War.
[edit] True Covenant
Former founding members of the Alliance, the True Covenant was the second most powerful faction to emerge from the devastating War of Vengeance that lasted from 2552 till 2559. Whereas the USR was, at first, primarily Sangheili in membership, the True Covenant was largely the same as its' successor, but much more benevolent and less war-like: however, after a coup in late 2558 that disposed of the three Hierarchs, the True Covenant attacked the UNSC-USR-Plainsfier alliance with the false hope to finish what Truth, Mercy and Regret had started in 2525, only for it to be merciless disarmed and absorbed into the USR within 6 months time.
[edit] Plainsfier Clans
Much of the Plainsfierian history has been lost to time and destruction, but what is known is that their world was once graced by the Forerunners, in fact, the one relic on Plainsfier, their homeworld, was a crashed Forerunner cruiser. From this, they developed at a similar pace to the covenant, developing energy weapons, faster than light travel and shielding, though they were more innovative, but still relied on forerunner technology. What is known is they had been wracked by a violent and bloodied nuclear civil war before hand and though their homeworld was not tarnished by this, many of the Tribes, parring two, had been reduced to shadows of their formerselves. Had this not happened, they may of had a chance of fending off the Covenant, who upon first contact and seeing their abilities and bastardization of forerunner technology, declared them heresy and that they must be destroyed.
[edit] Machina Federation
The Machina are a race of enterprising and adept cyborgs, with a total of 95% cyberisation of their bodies on average. The race's main ideaology is to advance through contact with new races, adapting their culture, customs, languages and most importantly their technology to their own. Their nature was forged after the long and bloody civil war that embroiled their world, resulting in the breaking down of isolationist attitudes. As a result, very few 'mature' Machina choose to remain on their homeworld, much preferring to go out and explore new cultures, either by finacing their own trips to alien worlds, joining the crews of merchant or exploratory vessels, joining companies with facilities on other worlds or joining the military. Due to their uncompromisingly friendly nature and despite their fearsome looks, they were welcomed with open arms by the Alliance of United Races upon their first contact.
[edit] Vorenus Imperium
The Vorenus Imperium was the last race to join the Alliance of United Races and is a unique race from the Crux-Scutum arm of the galaxy, from the world of Nalidine. It is made up of a rigid, discipline based society, born from years of internecine civil war. While only a similar age to the Human and Sangheili race, it is interesting to note that they have achieved Tier 2 Technology without artificial intervention (Forerunner relics for the Covenant, the Covenant for the UNSC.)
[edit] Yanme'e Hives
Originally, the Yanme'e had a planet-wide hive-empire, ruled a long line of Queens, a reign that lasted several thousand years. Eventually, the Yanme'e were discovered by the growing Covenant Empire, and with only biological defenses (acidic spit from their mouth, chitinous armor, sonic wing vibrations, etc), they were quickly conquered. The males were then used for ship repairs and tasks requiring flight capabilities, while the females, on the other hand, were kept around merely for breeding purposes, with their minds practically obliterated of any sentience by Brute torture techniques.
[edit] Jiralhanae Alliance
The Jiralhanae Alliance, or JA, is the largest, solely Jiralhanae faction ever. It was founded in 2554 as a section of USR territory, but has developed it's federation to other seperate colonies, some of which are surrounded by allied territory. Although not entirely trusted by any of the other members of the AUR, the Jiralhanae have come to be accepted in the galactic community, and are now some of the greatest producers of technology in the AUR
[edit] Kig-Yar Union
The Kig-Yar Union, abbreviated as KYU, is a Union between 3 main clans and 9 lesser ones that united and separated from the Kig-Yar Pirates, not wanting to wage war against the USR. They inhabit the Kig-Yar homeworld, Eayn, as well as its neighbouring planets. They are ruled by the Kig-Yar Senate, and the Head of the Senate is the Grand Senator. The Union is a Militarized Republic, with signs of plutocracy.
Of note is that the Kig-Yar Union dissolved during the Necros War shortly after the Kig-Yar Civil War, and in its' place rose the Kig-Yar Regime, led by Grand Senator Vor'N-Ulu of the former KYU military and Pirate Prince Dekd Nok of the Kig-Yar Pirates, who had long been housed in KYU space. With former Grand Senator Dok'G-Lak killed by Vor'N-Ulu during the Civil War - due to the fact that he and the Tarom Lineage, all Necros Sympathizers, had wanted to ally with the Necros - Vor'N-Ulu had risen to the position and given her twin brother the role of dealing with the military forces directly
[edit] Majoran Empire
Living on the Planet Major, near the edge of the galaxy, the Majorans are one of the most recently developed sentinent species the UNSC has encountered. The Majorans,are a low tier race, still using swords and shields, instead of more advanced ranged weaponry, though the Majorans have shown to have a brilliant amount of knowladge in the use of Gravity weapons.

When the Forerunners vanished, they left behind two gifts and curses. One was their many installations, the other was their AIs. Self appointed guardians of the sentient races, the last of the Forerunner AIs, commanded by the Archon-class AI, Ancient Watcher, have formed a fragile and commanding presence within the AUR. not trusted by the Plainsfierians or the Vorenus, they work behind the scenes to maintain balance in favour of the AUR and the Reclaimers. Though insidious and their motives unsure, their goal is the preservation of the Reclaimers and the AUR races. They are centered around the world of Necropolis.
[edit] Government
The Alliance of United Races serves a very similar function to the former United Nations of the Human race: it serves a form of alliance and mediator between all the factions in the Milky Way Galaxy, bringing them together under one military and economic banner.
One of its' most common duties is to ensure that the races cooperate with one another and do not mistreat another member. The roles played by many of the member races in the Human-Covenant War still hang heavy around their necks, and many still harbor various feelings that first started in those times.
The Sangheili are the race to most commonly and obviously show their lingering regrets about the Great War: they feel guilty over their actions in said war, and therefore feel obligated to assist the Human race in many fashions; the AUR is forced to step in many times to ensure that other species, especially the Jiralhanae, are not slighted in turn.
Another common time when the AUR must step in to help settle differences is between the Kig-Yar and the other races, as the Kig-Yar have been known to steal from other races while the Kig-Yar themselves are often slighted due to the mistrust that has built up over the years.
The Council of Leaders forms the leadership of of the AUR, centered around a representative of each of the 'big 5', the UEG, USR, The Federation, The Plainsfier Clans and The Imperium. These are elected from inside the senate by all member races to represent the factions. They primarily discuss course of actions either suggested by thesmelves, the senate or the Security Council and can choose to veto it. They also elect the representative for the Alliance, the Council Leader.
The AUR Senate is the main body, made up of 100 representatives elected from each faction. These bring up issues or matters for the Senate to decide and vote on them.
The Security Council is formed from internal voting from each of the military commands of the big five, with a supporting council made up of 10 representatives of all factions. These bring military matters to the attention of the Council and Senate and, veto decisions of the senate and can, in times of high intensity conflict, take strategic command of the Alliance.
The last section is the Advisory Council but this is shrouded in much secrecy. Officially its a "council of knowledgable advisors who advise the Council of Leaders and Security Council": however, in truth, the Advisory Council is formed of Guardian A.I.s who work behind the scenes to keep the peace, gather intelligence and formulate strategic plans, a major part of their operations being based around the secretive Sentry Array.

Trade is an important part of the Alliance, one of the two major elements with the other being military aid: for the most part, each faction holds its' own distinct resources and skills that make it valuable to the other factions, and this is heavily factored into the lives of the Alliance's members.

The Alliance of United Races gathers together the various races of the world, and with those races come their armies. Brought together as the Alliance of United Races Armed Forces, they are usually divided into the separate races forces, but in joint operations they are classified as the AUR Armed Forces.

The AUR has various, inter-government/inter-species spanning departments within it, aside from the overseeing organizations such as the divisions of the AUR Armed Forces.
One such department, a major one at that, is the Alliance of United Races Department of History: composed primarily of Humans, Sangheili and Plainsfierians, the Department of History researches the deep, rich histories of all races involved with the AUR. One of the best opportunities for the Department of History came early on when The Guardians, the collective group of Forerunner AIs still remaining, allowed the Department of History to examine the now Flood-cleansed Installation 05; this trip was extremely enlightening, greatly enhancing the AUR's understanding of the Forerunner's technology, and, to a small extent, their history and philosophy.
The Department of Research and Development is one of the major departments, having joint projects between the AUR's factions, most commonly between the UNSC and the USR, with the purpose of developing new weapons and technology. While many pieces of technology and weaponry have been developed, the most successful and useful was the Type-19 Teleportation Device: though not the unbelievable success everyone hoped for, it still proved that the joint projects were useful and fruitful.
A usually overlooked department, the Department of Agriculture oversees all efforts of agriculture, and by extent, they assist in the terraforming of planets and over ways of adding to or taking away from a planets ecosystem. In addition, this department is responsible for the creation of either vast or planet-covering wildlife reserves and zoos.
