Fleet Admiral Carolyn Marie Webster (née Bradford) is an Canadian-born UNSC Navy Flag Officer and 62nd and current Chief of Naval Operations, succeeding Edward Harper in 2560. Prior to this, she served in the UNSC Prowler Corps with distinction and was appointed Commander, UNSC Prowler Corps at the start of the War of Vengeance, and served as the UNSC's CNO throughout the Second Great War. She enthusiastically championed the UNSC's campaign of Unrestricted Prowler Warfare in both wars, which met with allegations of underhandness, cowardice, and dirty tactics from many vocal public figures. In recent years, she has become a controversial figure due to her vocal anti-integration stance with the former species of the Covenant, and her aggressive stance towards the Unggoy Star Empire, which she regarded as a natural enemy of the UNSC even before the conclusion of GW2.

This character is greatly inspired by figures such as Grand Admiral Karl Dönitz, the commander of the German submarine fleet, and later the entire German Navy during World War II, who was considered to be the architect of Germany's campaign of unrestricted submarine warfare, and served 10 years in prison after the war, remaining a racist until he died. Another inspiration was General Curtis LeMay, United States Air Force, who considered the Soviet Union to be an enemy of the West even before the surrender of Germany.
