Carter was an officer of the UNSC Office of Naval Intelligence.
During the Galactic Era, he would assume rank of Vice Admiral (VADM, O-9) and position of Director of Strategic Intelligence in 2604, leading the UNSC Department of Strategic Intelligence and ONI's manipulations on Sanghelios.
