Courtney Archer West, colloquially known as "Archer", was an officer of the UNSC Office of Naval Intelligence and later, the UNSC Navy, finally serving as an officer in the UNSC Army Special Operations Group, where she would become prominent for her actions during the Galactic Era and the Dashan Campaign of 2604.

Courtney would originally be recruited by the secretive UNSC Office of Naval Intelligence, earning her way into the UNSC's armed forces by regal invitation. Within ONI, she would quickly establish herself as an expert in the delicate art of tradescraft — Archer would first practice human intelligence (HUMINT), earning experience infiltrating rebel organizations and terrorist cells, becoming extremely notable for a number of high-profile busts by ONI after the Beyond Veil's Azure Crisis, where Archer's intelligence within rebel organizations would lead to decisive ONI intelligence victories in the Outer Rim.

Special Agent West would become highly acclaimed for her exceptional service, quickly becoming a "handler" in ONI parlance, coordinating high-profile UNSC-allied spies within the Covenant, stroking them for information to glean important UNSC insights into the Covenant political structure. Through Archer's leadership, ONI would gain vital intelligence on important interactions between the Jiralhanae (Brutes) and Sangheili (Elite) leadership in the wake of Beyond Veil's Azure that would enable UNSC leadership to make effective military-political decisions.

Her tremendous success in just a handful of years would earn her company of peers far beyond her age. The intimidating "Archer", however, ever looking for opportunities to further expand her repertoire of field skills, would request a brief tour within the UNSC special forces to broaden her tradescraft. She would assume the temporary rank of Brevet Lieutenant (LT, O-3) with the UNSC Navy, touring as an assistant platoon commander with the Navy's elite counterterrorism unit, UNSC Naval Special Warfare Group Six.

She would later return to ONI, becoming a Station Chief, orchestrating a continental rebellion on an anonymous Covenant world to topple the elected leadership. In this capacity, she would serve as a paramilitary commander, utilizing a small UNSC Naval Special Warfare team to organize, train, and command a small army of rebels to entirely topple a Covenant planetary government, and West would see that a pro-UNSC government would be installed in its wake.

At the outbreak of the Dashan Insurrection during the Galactic Era and the dawn of the 27th century, ONI would recall many of its most talented proteges, such as Lieutenant Commander Wakes, along with Archer, to the UNSC/Covenant colony world of Dashan, where the most violent rebellion of the decade threatened to unravel the mutual bonds of dark understanding between the UNSC and the Covenant. Courtney would be recalled from intelligence work, and instead, would be reassigned to hard combat.

Because at the time, ONI had few contacts within the newly-reconstructed UNSC Army Special Operations Group (ASOG), Archer would be inserted as an officer into the Army Special Operations Group, serving in two capacities; as an Army Special Forces company commander as well as a surreptitious ONI spy within ASOG's internal politics and workings, a conduit for Naval Intelligence to control the Army's newest special operations (SO)-capable unit.

Archer would be granted the rank of Major (MAJ, O-4) during her tour with the Special Operations Group; however, her tremendous success within the Office of Naval Intelligence ensured that her "true" military rank was closer to that of senior field officer, the equivalent of an Army Colonel (COL, O-6). However, in order to preserve her identity, Archer's rank would be artificially lowered by ONI.

Major West would personally lead Delta Fourteen into the field, a hand-picked ASOG counterinsurgency team, part of Joint Task Force 11 on Dashan.
