The Divine Hands were a group of high-ranking warriors who made up the leadership of the Storm Covenant movement. Headed by Jul 'Mdama, the "Didact's Hand," the Divine Hands constituted the Storm's inner circle and were each responsible for various internal duties or theaters of operation. Each Hand was a highly skilled battlefield commander and as such the group's members were frequently targeted for assassination, either by the Storm's enemies or by ambitious warriors looking to climb the ranks of the Storm. Consequently the Hands were frequently reorganized, as 'Mdama was careful to purge and replace anyone suspected of disloyalty.

The Divine Hands were a small group of only seven members at any given time. Each Hand was charged with several key duties and reported directly to Jul 'Mdama himself. Not every Hand held high rank within the Storm's standard chain of command, as some duties needed to be carried out by warriors of less high standing. Each Hand was named after a particular deity from the Covenant's religious tradition.
