For a long time, the MAAT-9 Wolverine served as the UNSC's primary anti-air defence unit, using their combination of guided missiles and unguided rockets to engage incoming enemy air forces. The destruction of their manufacture plant by Insurrectionists was a hard blow to the UNSC, and the Marine Corps was forced took for a replacement for the venerable Wolverine.
In this regard, as with so many others, they turned to the M12 Warthog series of vehicles to fill the soon-to-be empty role, and asked the UNSC Navy to look into it.
