The New Covenant was a Hegemony that was formed from the Covenant Empire. It banned the worship of the Forerunners, yet was stilled governed by High Prophets. The three governing Prophets were the Prophet of Remorse, the Prophet of Wrath, and the Prophet of Revenge. Many races were included in this new Covenant. The Second Writ of Union proclaimed all races equal. This caused the Unggoy to form a new holiday, which was celebrated because the Unggoy's years of opressionn in the Old Covenant was gone. Even a small amount of Sangheili stayed in this new union.
