Task Force Phoenix was the flag task force of the UNSC Fifth Fleet, serving as the command element of the UNSC Fifth Fleet Combat Command.
During the Galactic Era, Task Force Phoenix would operate at double task force strength, numbering at twenty-four capital ships, notably, including the Cydonia-class fleet carrier UNSC Cydonia, the flagship of Douglas A. Davidson, the Commander-in-Chief of the Fifth Fleet.
