The Arbiter changes his name to Sphaan 'Raxoom. He assumes his role as High Minister of the newly formed New Sanghelli Alliance. Small rebellions begin, fueled by their belief that there is a Great Journey. These are very manageable, however. The planet Earth begins to recover, while remaining Inner Colonies are neglected and begin to form their own governments and alliances as they crumble. The UNSC and NSA invade the remaining infrastructure of the Covenant, and take away most of their ships, weapons, etc.

The UNSC and the NSA sign the Treaty of Harvest, forming the Sanghel-Human Alliance. Trade between the two nations begins, stimulating the struggling Human colonies.

Multiple rebel groups band together, forming the New Covenant. They are still not a significant threat. As for the UNSC, a five year depression ends, as the UNSC peacefully reclaims many of the Inner Colonies. Within two years, the UNSC has gone from just one planet to over 150.

The UNSC begins the SPARTAN IV Program, which will focus on cheaper, more easily trained Spartan soldiers.

The new New Covenant recruits the remaining Covenant Loyalists, and declare war on the NSA and UNSC, beginning the New Covenant War. The New Covenant, simply now known as the Covenant, is still only a small threat, as they are still much like a small terrorist organization, much like the 21st century al Qaeda. Later that year, the Covenant went on a warpath, attacking a number of minor Sanghelli colonies and reclaiming some of the captured Covenant ships and weaponry.

The New Covenant attacks the major Sanghel colony of Inquisition, obliterating its defenses and making this their capital. They now have over 150 warships in their grasp, along with 28 colonies. Minister Raxoom' does not yet retaliate, but instead orders defenses to be strengthened in nearby systems.

The New Covenant is joined by a large number of other rebellions and over 30 warships leave the NSA to join the New Covenant. Sphaan Raxoom requests for the UNSC's assistance in ensuring this does not get out of control, who send support in the form of four Cruisers and seven Frigates. On New Year's Eve, Sphaan Raxoom is assassinated by a spy in the High Council, and many join the New Covenant to avoid potential anarchy. Mar 'Grexan assumes the role as High Minister. Even after it is evident the NSA will stay strong, most stay with the New Covenant.

The New Covenant begins a massive invasion of the NSA on multiple campaigns. High Minister 'Grexan requests for more help after realizing the level of threat, and a total of 30 capital ships and 24,000 Marines are deployed to multiple fronts. The first official leader of the New Covenant, the Prophet of Reverance, begins his rule.

The first major battle between the UNSC and New Covenant occurs, ending in a Covenant victory. The first two Sanghel-Human Colonies are founded, which Sanghelli and Humans live on in the same cities without segregation.

Battles between the Sangel-Human Alliance and the Covenant continue, with the Covenant winning a number of key battles. The New Covenant begins its invasion of the UNSC by attacking two colonies of the Radian Gamma system with 4 CCS-class Battlecruisers, glassing both yet suffering heavy losses.

The Halo known as Installation-03 is discoverd by a UNSC warship between the two empires and quickly becomes the new primary objective of the New Covenant. It is codenamed Prosperity by the UNSC, and is defended by 60 capital ships.

The New Covenant wins a major battle, and now controls over 400 planets, more than one third of the Sanghel empire. The first 298 Spartan IV soldiers are fully trained, and are deployed to multiple battlefronts.
