Thel 'Vadam, known during the later Human-Covenant War as The Arbiter and the Necros War as The Imperator, was a distinguished Sangheili. After being stripped of his rank of Supreme Commander after the Battle of Installation 04, he became the Arbiter, survived multiple attempts on his life by the Covenant Loyalists, and then assisted John-117 in killing the High Prophets and destroying the Ark.
Thel was born "Thel 'Vadam," to the Vadam family, rulers of the powerful State of Vadam. He joined the Covenant military, earning him the right for the "ee" suffix ,which is added to a Sangheili name upon joining the military. He earned the title of Kaidon through voting by the elders. Thel, for a long while, continued to rule the State of Vadam.
Thel participated in countless engagements throughout the Human-Covenant War, such as the Battle of Charybdis IX and the Battle of the Rubble early on in the war. Eventually, he became the Supreme Commander of the Fleet of Particular Justice, and led the Covenant to victory at the Battle of Reach.
Chasing the Pillar of Autumn to Installation 04, he was one of the first of the Covenant to behold the Sacred Ring. Here, he fought valiantly against the Humans, and later the Flood and the Sentinels, but ultimately failed to protect the Halo. For this, the High Council branded him a heretic, and he was stripped of his rank. However, the Prophet of Truth made him into the Arbiter. Using Thel, he destroyed a group of heretics on a gas mine on the planet Threshold, and through them found 343 Guilty Spark.
Eventually, Thel assisted in various tasks on Tartarus before he could activate the installation. From there, he went to Earth, where he joined John-117 in fighting off the Covenant, and then heading through the portal to Installation 00, the Ark, where they not only killed the , , and , but also destroyed High Charity, Installation 00 and the still under construction replacement for Installation 04., and in the end killed
After the Human-Covenant War, Thel 'Vadam assisted in the final campaigns against the Loyalists, personally leading the newly-born USR's forces in the assault on Doisac. Afterwards, he was elected to the post of Imperator of the USR's forces, and has served as such since.
