Tora 'Moram was a Sangheili during the Remnant War and Necros War. He served as a junior officer in the United Sangheili Republic Army and was the new Kaidon of the State of Moram on Decided Heart.

[edit] Early Life
Tora was born on Decided Heart in 2562 to Nira 'Moram, Kaidon of the State of Moram and older brother to Ripa 'Moramee, an arbiter during the Human-Covenant War. However, due to the "common rooms" tradition of the Sangheili, Tora never knew his father, only his maternal uncle, Moro, who served as one of the Moram elders. Under Moro's guidance, Tora started to train in the arts of combat early, and on his 15th birthday, he was already an excellent warrior. Wanting him to be Moram's next Kaidon, Moro had Tora travel throughout space and meet excellent warriors and poets. During this time, Tora developed a great interest in war poetry.
Also during this time, Tora met Ameigh Broley, an old and well experienced veteran, and also the only known Sangheili-San'Shyuum Hybrid. The two quickly befriended each other, and Tora left with his uncle for other travels with heavy heart, although he did get a copy of Ameigh's book "The Covenant of Lies".
After three years of prolonged studies away from home, Tora returned to Decided Heart and enlisted in the USR military at the local recruitment center.

After joining, he participated in several battles against the Covenant Remnants, earning him much praise and several promotions. In 2593, after helping in fending off a Remnant raid on the USR border colony Zhore, he was promoted to Junior Field Master and garrisoned on the USR Reborn Oracle, commanded by Junior Ship Master Nur 'Vadum. The two officers quickly found themselves sharing similar interests and became close friends during their time on the patrolling vessel.
However, later that year, the ship was ordered to go to the Sincere Apology, a space station located on the USR border territories. A renowned hired assassin, Ath 'Taranee, had assembled a group of followers and captured the station, apparently in order to sell it to the National Sangheili Resistance. The Reborn Oracle, being the closest ship available, was ordered to free it and, if possible, capture Ath and bring him to justice. As the ship entered the system, Tora volunteered to lead a ground team.
Using a cloaked Phantom, Tora and his ground team consisting of Spec Ops Major Maak 'Zharon and two Majors managed to enter the station. Moving swiftly and stealthily, they slowly but steadily took out Ath's helpers until all hostages were freed. They then found Ath and faced him. But the experienced assassin proved too much even for the whole team, and the two Majors quickly died. The duel raged on as all three combatants drew energy swords. In the end, Ath got away, fleeing the station in a freighter. Though disappointed by the failure, the mission brought Tora and Maak close, and together with Nur, the three Sangheili became known as the Brotherhood of Reborn Oracle.
[edit] Becoming Kaidon
In 2594, Tora's father died on Decided Heart. For the upcoming vote, the Elders requested Tora to return home, as he was a likely candidate for the post. He did so, being permitted a temporary leave by the USR leadership. In the end, the majority of the elders supported Tora, and he became the Moram's new Kaidon, which greatly enraged Vokr 'Moram, another candidate. Out of anger, Vokr hired Ath 'Taranee to assassinate Tora.
As Tora stood on one of Decided Heart's mountains, thinking up a poem for his upcoming ceremony for becoming Kaidon, Ath ambushed and pushed him down the mountain. Believing him to be dead, Ath returned to Vokr and was paid for his service. However, Tora survived, managing to grab a ledge before hitting the ground. Despite his injuries, he managed to climb up and walk back to the Moram keep. Vokr, who had told the elders about Tora being dead, was surprised as Tora interrupted the meeting by entering the chamber. In a last-ditch effort to save himself and become Kaidon, Vokr attacked him, but Tora proved superior and defeated him.
A few days later, Tora's ceremony was held, securing his position as Kaidon. Afterwards, his injuries fully healed, he returned into military service aboard the Reborn Oracle.

While always trying to advance further for greatness, Tora was a very kind and social individual, and unlike his relative, Ripa 'Moramee, revered the principles of caution and patience. He easily made several friends, whether it be among the Moram elders or his fellow soldiers. He also enjoyed writing war poetry and read books, especially "The Covenant of Lies" by Ameigh Broley. Unlike most Sangheili, he is left-handed.
