In 2580, plans began to design a newer, more competent class of light cruiser that would replace the somewhat inept Buckeye-class Light Cruiser. Desired features that would be instituted include improved agility, better stopping power and speed to better combat rebels, ability to combat New and Old Covenant forces in the Second Great War, and the capability of being modified into a heavy capital ship if needed. These desired aspects brought about a sleeker, more robust, and compact capital ship that would prove to be as competent as the two remaining refitted Marathon-class Cruisers in simulations while also being capable of maintaining a larger quantity of ships of the line. When the class was unveiled by NaTech Industries in 2581, the public was in awe alongside the UNSC Navy, which ordered sixteen ships to be built in the opening block, among these the Boatman's Tempest.
