The Office of Electronic Surveillance, better known as OES, was a United Nations Space Command organization that held the responsibilities of actively monitoring digital communications, network infrastructure, online activity, and other electronic systems on human worlds. OES was originally created to centralize military efforts to monitor electronic communications during the Insurrection, and was expanded following the Human-Covenant War to consolidate over twenty individual cyberwarfare, cyberterrorism, and network security departments and was placed under the control of the Office of Naval Intelligence.

History

OES was first proposed by Major Thomas Winters during the weeks following the end of the Inner Colony Wars. Despite a brief campaign for its implementation, the proposal was ultimately rejected as civil unrest subsided and life returned to normal. The concept was not revisited until over a century later when widespread rebellion prompted military action on part of the United Nations.

The Office of Electronic Surveillance was officially formed in 2513 to monitor network and communication infrastructure of colony worlds to supply intelligence for military operations. However, as UN funds were diverted for military endeavors, OES lacked the equipment and funding necessary to execute its duties. However, Agents working with Electronic Surveillance were vital in the discovery and destruction of over sixty Insurrectionist strongholds.

During the initial engagement of the Human-Covenant War, OES was little more than a small barracks and OpCenter at Fort Malay tasked with keeping tabs on UNSC networks. OES grew literally overnight as the UNSC discovered the Covenant threat in an attempt to lock down information regarding the hostile war machine. Coordinating efforts with the Office of Naval Intelligence, OES was participated in the surveillance of general electronic communications and assisted ONI Signals Corps. in numerous evacuations of colony worlds.

Following the end of the Great War, several smaller units and offices were consolidated into the Office of Electronic Surveillance, and expanded OES by three times its former numbers. Agents currently operate on nearly every colony and are equipped with state of the art computer systems, micro Smart AI’s, and highly sophisticated Prowler vessels.
