The UNSC Strategic Weapons Command (STRATWEPCOM) was an independent command of the UNSC Navy principally responsible for the management of the UNSC's arsenal of weapons of mass destruction (WMD), including its thermonuclear and chemical-biological (CB) arms.

Because of the nature of its responsibilities, STRATWEPCOM is invariably well-associated with the UNSC Office of Naval Intelligence and the UNSC Special Operations Command, both of which are associated with WMD-related strategic issues.

STRATWEPCOM was originally activated to ensure direct control of the UNSC's WMD capabilities. Although the UNSC Office of Naval Intelligence and other intelligence organizations were largely responsible for developing various weapons of mass destruction, these were placed under the jurisdiction of STRATWEPCOM, which was responsible for the security, storage, deployment, and activation of these weapons.

Although originally, the majority of the UNSC's thermonuclear arsenals were relegated to capital ships or planetary silos, after the conclusion of the Human-Covenant War, executive decisions by the UNSC Joint Chiefs of Staff and the UNSC Defense Council would ensure that the UNSC's WMDs would be tightly controlled — the accidental usage of a thermonuclear device against rebel, or even worse, Covenant forces, could easily convolute pax galactica and send the UNSC into another galactic war.

However, the consolidation of the UNSC's arsenal into planetary silos nullified the offensive threat represented by the UNSC's thermonuclear and CB weaponry; instead, land-locked on planets, the nukes were positioned as defensive fail-safes, not the aggressive weapons that STRATWEPCOM intended to brandish as part of UNSC force projection. However, the installation of these weapons on main line UNSC warships was unacceptable for security and political reasons; thus, the UNSC Office of Naval Intelligence suggested the generation of a futuristic program of stealth vessels for this purpose. Properly employed, these UNSC stealth vessels, armed with these weapons, wandering space, could place these weapons out of reach from potential terrorists, and furthermore, would be a significant deterrent; in the event of a galactic war, UNSC stealth ships, undetected, could infiltrate an enemy system and destroy it within hours with thermonuclear warheads.

Thus began the next-generation Advanced Battle Force initiative; in collaboration with the UNSC Office of Naval Intelligence and the UNSC Special Operations Command, STRATWEPCOM would investigate the feasibility of consolidating the thermonuclear and chemical-biological weapon stockpiles aboard stealthed UNSC warships. First, stealth frigates such as the UNSC Behind in Twilight would be employed for this purpose. However, successive iterations in UNSC stealth technology would result in the more advanced and mobile Oracle-class prowlers, which would be perfect mobile platforms for WMD assaults.

Later, both the stealth frigates and stealth prowlers would be succeeded by the most novel UNSC stealth design to date, the BQ3 Specter-class stealth bomber, a futuristic stealth bomber system enabled by the usage of metamaterial cloak technologies. The impenetrable stealth of these bombers against conventional detection technologies would ensure that STRATWEPCOM's thermonuclear arsenal would remain an ever-present, yet unseen threat to control an unruly and unstable galaxy. The 720th Special Weapons Squadron ("Black Stallions"), the only BQ3-equipped bomber division, would become an integral component in STRATWEPCOM's deterrent capabilities.
