Ulsa 'Fornam (ee) was a feared Sangheili Councilor and fleet master in the Covenant Separatists. When he was a loyalist, he and his squad were often paired up with Brutes and Drones. He hated the two races because a group of Brutes and Drones killed half of his family. He got his revenge on the group, but he still hated their entire races, and when put in a group with them, he would often fantasize about brutalizing them; he only was able to act on this when his superiors were not watching. The Brutes feared him because of this, and were driven to hate him because of his numerous kills on his "allies". He owns the dreaded Shade of Malice, a gargantuan battlecruiser that was eventually modified by Ulsa's allies. It now has a control tower near the front, the control room at the top of the tower, and Ulsa's home located at the floor below.

Originally a Major, later promoted to a member of the High Council, specifically the High Council of Masters. Ulsa 'Fornamee was one of the most influencing, the other one being Shch 'Nodotee. Ulsa is a personal friend of the former Arbiter, Thel 'Vadam, and was a great influence to him. He was greatly in the minority when it came to the punishment for Thel. Later, 'Fornamee took command after leaving the Covenant, and aided the Covenant Separatists.

History[]

Ulsa 'Fornamee enlisted in the Covenant, and was given the rank of Major. He was a great sniper, so he mostly enjoyed the Particle Beam Rifle. He was sent to the planet Balaho to capture some Unggoy to join the Covenant; one of the Unggoy, named Shadaesis, hated the Covenant, and killed several Sangheili. When he was subdued by Ulsa, Shadaesis attempted to kill himself with his own hands, but was knocked out. Shadaesis gained the respect of several Sangheili for willing to give his life and his ability to kill multiple Sangheili (as an Unggoy), but was considered a fool by many for his actions.

Later, during the Battle of Eridanus II, Ulsa wanted to be a bodyguard for the Field Master, but instead, was sent out onto the main battlefield to fight. He thought that the Field Master would need him because he was a skilled marksman and great with Plasma Rifles. At some point in the battle, he received a message from the Field Master, sent to all forces, that he was under attack and needed backup; Ulsa then set off to make sure the Field Master survives. He witnessed Sangheili Major Shch 'Nodotee getting wounded while saving the Field Master, so he rushed into the line of fire and took a few of the shots, giving Shch and the Field Master enough time to escape. He was knocked out from the shots he received, and was rescued from the battlefield moments before Eridanus II was glassed.

Despite disobeying orders, for his bravery and sacrifice, he was promoted to Special Operations Commander. He was given a group of Unggoy, Kig-Yar, and Sangheili. He made some changes to their armor so they could make their helmets wrap around their heads completely for missions in space. They later went onto a ship to protect the the Ship Master. As they served as bodyguards for many years, Ulsa began to hear loud explosions hitting the outside of the ship in space during the Battle of Reach. He went to the Ship Master to try and warn him, but all of a sudden, a MAC round burst through the Ship's hull, sucking the Ship Master out. Part of Ulsa's squad was sucked out of the ship, too, but Ulsa quickly ordered his assistant, Zuka 'Zamamee, and Zuka's assistant, to grab his hands. They did so, and one of the surviving Unggoy did the same. and they escaped the ship as it exploded in their Phantom.

They crash-landed into a hangar in the nearby Covenant Battlecruiser, the Truth and Reconciliation, and Ulsa dashed into the control room, and ordered the Ship Master, Orna 'Fulsamee, to chase the Pillar of Autumn; he pulled out a Plasma Grenade, threatening to activate it if he didn't chase the Pillar of Autumn.

Battle of Installation 04[]

Ulsa gathered new Spec Ops members on board the ship to join his squad, and after rebuilding it, was ordered to attack the Autumn with most of the other Covenant troops on-board the Truth and Reconciliation. As they explored the Autumn, the Master Chief, John-117, shot Zuka's assistant dead, then knocked Zuka out. As Ulsa attempted to rescue 'Zamamee, he was wounded by John, and, as he was about to be finished off, Shadaesis arrived, and shot the controls to the door between John and 'Fornamee, closing it, and saving the latter's life. Shadaesis and Ulsa's squad then dragged him to a Covenant Boarding Craft.

Ulsa was thankful of this, and asked Shadaesis to join his squad and become his new assistant. Shadaesis, at first, didn't like the idea, but thought that he may get killed in battle (which he was hoping for), so he agreed. Ulsa knew why he wanted to, but still decided that he should be the assistant. The Boarding Craft they were in crashed on the desert plateau that the Truth later touched down on.
At some point during the battle of Installation 04, Ulsa and several squad members were ambushed by John, and Orna was killed. Ulsa and one of his Elite squad members activated their Active Camouflage, and John came in, shooting Ulsa's bodyguard in the process. John then shot Ulsa, apparently disabling his shields. Ulsa attempted to impale John, who picked up Orna's dropped Energy Sword, and threw it at Ulsa. Ulsa narrowly avoided death, played dead, and met up with Zuka 'Zamamee; they then devised their own plans to kill John. Ulsa preferred Zuka's plan over his own, so he agreed to it. However, he decided to check on the island the Silent Cartographer was on.

When he got there, UNSC marines were killing his allies. He quickly killed them, and after that, a sniper Kig-Yar all of a sudden turned on him, and started firing. Ulsa dodged the shots using his jetpack, and shot the Jackal in the chest repeatedly with his Plasma Rifles, knocking him off the structure he was on. Ulsa then commanded a Sangheili in a Ghost to flatten the crippled Kig-Yar. He checked the Jackal's armor, and saw he had different technology in his armor, and its color was that of which past heretics were known to wear. Ulsa then left the island quickly to report to the minor Prophet on the Truth and Reconciliation.

Later, as things were going well, Ulsa realized that Zuka, Yayap, and a banshee were missing. Ulsa, tracking the Banshee, knew where they were going: the crashed Autumn, and went there with his squad. He told several of them to go get a Spirit Dropship, and several Unggoy volunteered to stay with him. One of them was Shadaesis, but Ulsa told him he knew what he was trying to do, and instead chose two other volunteers.
Later, as Ulsa and the two Unggoy volunteers were looking for John, the Autumn began to destabilize, so Ulsa hijacked a Warthog, and his two Grunt volunteers served as the gunners. It was flipped over after a few seconds by the Flood, and one of the Grunt teammates was killed. The other was knocked out, so Ulsa picked him up and tried to escape, but John stole his overturned Warthog. Ulsa wanted to shoot John

with his Fuel Rod Cannon and blow him into oblivion, but he was attacked by a Combat Form, and was unable to kill John. He hijacked another Warthog, and they escaped to the waiting Spirit Dropship, which flew out of the Autumn.

Ulsa said he had some business to attend to, so he took a Banshee that the Dropship was carrying, and he flew off, meeting up with another Sangheili. The two flew after Echo 419's Dropship, and realized Foehammer was going to save John-117. He grinned, and they shot down the Pelican. He figured John was doomed now, so he and his comrade returned to the Dropship.

The squad was able to save Supreme Commander Thel 'Vadamee, and the two Kig-Yar, Jak and Yeg, as well as "Honorary Jackal", Yayap. The Dropship got lodged, however, as they were rescuing the four, but Jak was able to help them escape. Ulsa was then promoted to a Fleet Master due to his great leadership, but, later on, it was decided that he would become a Councilor; he was still able to keep his squad (mainly to serve as guards for him)and remain

their Commander.

He was able to help decide on Thel's fate, and voted against his execution, but agreed on the Mark of Shame being put on Thel's chest; he believed that if he decided Thel wasn't to be punished, he may be called a "heretic". Additionally, he felt that Thel could become Arbiter, and thus gain his lost honor. However, Ulsa hated having to watch Thel getting the Mark of Shame pressed onto his chest, so he left early.

Battle of Axus II[]

After leaving High Charity, he was contacted by the Prophets that they were going to attack a human station soon, and that there was a ship defending it, and they would need it out of the way to attack. Ulsa took his squad to the human ship Axus II, an improved version of Axus I, which Ulsa had damaged. Ulsa's Phantom deployed Ulsa's most stealthiest members(not including Ulsa) in the ship's hangar bay, where they used silenced weapons to take out the guards. They then sabotaged the vehicles on the ship, and they entered a doorway to lower the amount of guards for Ulsa. Ulsa's Phantom then rose from the horizon of the ship and fired at the ship's turrets. The alarm went off, and Spartans and Marines were sent to attack the attackers.

Ulsa's squad wasn't alone, however, and a Battlecruiser, named Regret, hovered over Axus II and deployed a small armada of Unggoy, Kig-Yar, Jiralhanae, Sangheili, and Mgalekgolo to assist Ulsa's squad. Ulsa got a message from a Squad Captain telling him they needed help, so he left the remainder of his squad to fight alongside the armada to keep others from coming in behind him. He jumped into a lower story of the ships through a broken window and fell on a Spartan. Ulsa quickly used retractable blades in his armor to kill the Spartan before he could react. He ran through a doorway, activated the blades in his wrists, and used them to kill enemies in a quiet manner.

He met up with the squad members sent out originally for the stealth mission, and, as he approached them, he noticed two autoturrets aimed at the members. They hadn't noticed him yet, so he was given enough time to destroy them with a Fuel Rod Cannon. He told the members to head back to the surface, and continued to the reactor, with several of his best explosive inventions, the remote Plasma Charge, and a few timed Plasma Charges.

He reached the reactor, but a SPARTAN, 063, had jumped out of his hiding place and attacked Ulsa. Ulsa easily disarmed the SPARTAN with a carefully aimed Beam Rifle, but SPARTAN 063 lunged at Ulsa, his shields protecting him from another shot fired at him. He kicked the Beam Rifle out of Ulsa's hands and took one of his Energy Swords. Ulsa drew the Energy Sword given to him by Councilor Soha 'Dalomee 19 years earlier for saving his life, and they engaged in a sword duel, ending with Ulsa quickly parrying 063's attack, slicing off his hands, then impaling him through the chest. Ulsa recovered his Beam Rifle and the sword taken from him, then placed charges all over the reactor.

He retreated to the surface and told his Phantom to start taking off, and ordered the other assault troops to do the same. He was able to make it in time and board his Phantom, and quickly activated the remote charges when they got far enough away. They exploded just as the timed ones did, creating a massive explosion, and destroying the ship. Ulsa and his squad, in their Phantom, then headed off to Cairo Station.

Ulsa decides the fate of Thel 'Vadamee with Rama 'Setum.

Ulsa and his squad, in their Phantoms, were preparing for an attack on the Human Station, when Ulsa's personal Phantom was shot down. It crashed into Cairo Station, but was not destroyed. Ulsa and squad member Khano 'Cheronee left the crash area, donning Ranger Armor, to attack Cairo and salvage parts to help repair the Dropship, while the rest of the squad remained to guard and/or repair the Dropship. Ulsa encountered Master Chief John-117, and Khano was quickly killed when John shot a hole in his helmet, and shot his Anti Gravity Pack, causing him to fly off into space, and he burned up in the atmosphere of Earth. Ulsa, in rage, shot rapidly at John, but was wounded.

He was knocked out for a few seconds, but got back up and attacked again. John damaged his space equipment, so he abandoned combat and flew back to the crash to get a repair. After getting a repair, the area where his ship was exploded, not destroying the ship, but causing it and the squad to "fall" into space. However, they had equipment in their armor to let them adapt by having their helmets close up around their heads, so they survived. They drifted into their partially repaired Dropship, and flew to Regret's Carrier to get the Dropship repaired completely.

Ulsa, however, continued to "fall" into space when his squad couldn't find him. He fell into Earth's atmosphere, but to prevent himself from suffering the same fate as Khano, he called in on his Dropship, and it saved him from being killed. Ulsa's Dropship gathered a few normal Covenant soldiers, and would drop them off at John's position on Earth in an attempt to kill him. This failed, however, but the squad escaped with Regret to Delta Halo.

Battle of Delta Halo[]

Eventually, Ulsa 'Fornamee and his squad devised a plot to kill John. They spoke with the Prophet of Regret, and he accepted it. They brought several Covenant troops down to Delta Halo to await John. As Ulsa predicted, John and several UNSC ODSTs arrived and tried to kill Regret. Ulsa sent one of his best bodyguards to guard Regret, but Regret was killed anyways, and Ulsa's bodyguard was knocked out. Ulsa and his squad were able to rescue the bodyguard before the area was glassed. They went to High Charity to report to the Prophets, and told them what happened. They were then sent to help the Arbiter, Thel 'Vadamee retrieve the "Sacred Icon". They succeeded, and, afterwards, the Elites were betrayed by the Prophets. Afterwards, Ulsa was invited to the Control Room

of Installation 05 to "watch as the Great Journey begins". When he arrived, two Brute Honor Guards spoke to him, telling Ulsa that they have been ordered to escort him "to his destination". Ulsa allowed them to, and after a while, he heard one of the Brutes behind him chuckle. As he turned around, he saw a Brute pulling out his Carbine. Before the Brute could fire, however, a beam pierced his head. The Brute dropped dead, and Ulsa looked at him in dumbstruck. He saw several members of his squad suddenly come out of Active Camouflage, with Jak revealing himself as the killer. Quatat told Ulsa that the Brutes have been ordered to kill all Sangheili, as they have failed at their task to protect the Prophets. Ulsa was shocked by this information, and the other Brute beat Quatat to the ground with his combat staff, but not killing him. The Honor Guard pointed a Fuel Rod Gun at Ulsa, who, by that time, had already aimed a Beam Rifle at the Brute, whose life was lost to a beam that soared through his forehead. Ulsa turned to his saviors, and asked them to repeat what was going on. Jak spoke up, telling Ulsa that, "The Brutes had been ordered to assassinate all Sangheili. They failed the Hierarchs for the last time, and they didn't deserve the Great Journey."

Ulsa was disgusted by this, and he and his squad went to join the Covenant Separatists. Ulsa's wanted to get his ship, the Shade of Malice, clean of all Brutes, and ordered his troops to get ready. Ulsa's Dropship entered the ship, holding a Brute hostage and forcing him to tell his fellow Loyalists everyone with him was a Loyalist. Ulsa, Jak, and several Sangheili activated their active Camouflage. They spread through the ship, murdering multiple Brutes on the ship. Jak found it rather easy to sneak up on the Brutes, because they believed he was a Loyalist, as most Kig-yar had joined the Brutes. After Ulsa reached the Control Room, where the remaining Brutes, including a Chieftain, resided, he asked what was going on. The Chieftain told him, "Nothing, sir. Just good business." Ulsa asked the Chieftain to take a walk with him, and gave a message to several Elites about their new orders. Once Ulsa and the Chieftain left the Control Room, the door shut, and both of them heard screams of horror and pain. The Chieftain opened the door back up to see what was going on, but as soon as he saw all his fellow Brutes dead, Ulsa activated an Energy Dagger in his wrist armor. The dagger went clean through the Chieftain's spine, and Ulsa dropped him onto the elevator platform. As the Loyalist corpses were ejected from the Shade of Malice, Ulsa sent a message to other Sangheili who didn't know of the Schism yet. Ulsa then deported from his ship once again to help Thel 'Vadam, Rtas Vadum, and Avery Johnson kill Brute Chieftain Tartarus, by landing Shadaesis's Super Scarab (a larger, modified Scarab)near the control room, allowing the Sangheili reinforcements to get to the tower and help kill Tartarus. After Tartarus was killed, Ulsa offered his allies and new allies a ride to Earth in his Battlecruiser, the Shade of Malice. They accepted, and Ulsa piloted the ship back to Earth.

Ulsa became a Fleet Master in the Covenant Separatists, as well as he and his squad becoming the main assassins of the Separatists, and a large source of intelligence, as they knew a lot about the Covenant, most notably what would hit them where it hurts.

Later in life[]

After the Covenant and Flood were defeated, Ulsa and his squad left to hunt down survivors of the Covenant. They started with Brute Chieftain, Jiralhartus. They caught up with him near a cliff-edge when he was trying to rebuild the Covenant, and Ulsa told his squad to let him deal with "this unholy beast". His squad stepped back and watched Ulsa fight Jiralhartus, who had claimed the Fist of Rukt. Jiralhartus was a strong foe, but Ulsa was slightly stronger, and much more agile, giving him an advantage. Ulsa was able to get his distance from the Brute, and he drew his Beam Rifle. He put out Jiralhartus's shields, then drew his Energy Sword. He slashed at Jiralhartus angrily, then stole the Fist of Rukt from him. Jiralhartus tried to take it back, and Ulsa's best friend, Kona 'Seron, ran at the fight when Jiralhartus reclaimed the Fist of Rukt. The vicious Brute was about to beat Ulsa into a bloody pulp with his Gravity Hammer, but Kona attacked him from behind. Jiralhartus was slowly winning as Kona clung to his back and beat him on the neck and the back of his head.

Ulsa got up and ran to his friend's aid, but Jiralhartus shook Kona off, and crushed his head with the Fist of Rukt. Ulsa screamed wildly, and ran at Jiralhartus, and jumped at him. Ulsa kicked Jiralhartus in the face, and knocked the Fist of Rukt out of his hands. Ulsa continued to shriek mindlessly as he punched and kicked Jiralhartus, each hit breaking part of Jiralhartus's bones and denting part of him. 'Fornam continued to beat Jiralhartus, landing 6 hits per second with some effort, and finally kicked Jiralhartus in the crotch. Jiralhartus sunk to his knees, and Ulsa jumped over him. Ulsa grabbed the Fist of Rukt, and as Jiralhartus got back up, started smashing it into his face and chest, and continued his own made-up combination of attacks, until Jiralhartus was nothing but a bleeding Brute skeleton, the only area of flesh being part of his head. Jiralhartus nearly fell off the cliff, and Ulsa smashed it with the Fist of Rukt, then detonated a Plasma Grenade. The cliff-edge fell apart, and Ulsa cast the Fist of Rukt over the edge to be destroyed along with Jiralhartus, though it was eventually claimed by an enemy Kig-yar.

Ulsa took the body of Kona to the squad's Phantom, and they took it to Sangheilios, where Kona was buried outside of his home, in front of his wife and children. Ulsa and Kona's family paid their respects to Kona, and Ulsa decided to stay for the night. He slept in front of Kona's grave, mourning for his best friend.

The next day, Ulsa and his squad left Sangheilios to continue their hunt for the surviving Covenant leaders. They targeted the San 'Shyuum, the Prophet of Life, who was with Brute Chieftain Arkarlalus(Ark-air-laol-us), on Eayn, recruiting Kig-Yar(Jackals). As the two were approaching a group of Kig-Yar to invite them into the Covenant, Ulsa's Dropship hovered above them, and Ulsa descended from it. The Prophet of Life invited Ulsa to rejoin the rebuilding Covenant, and perhaps tell him "what all this nonsense is about". Ulsa took a Spiker from Quatat, and fired a single spike into the Prophet's head, and replied, "No". He threw the Spiker back to Squad Captain Quatat, and drew his Energy Sword. Arkarlalus picked up his Gravity Hammer, and charged at Ulsa, who jumped over him and cut off his right ear. Arkarlalus charged again, and Ulsa simply stepped to the side, and cut off part of the bypassing Brute's head. Arkarlalus went into berserk mode, and threw his hammer at Ulsa. Ulsa did an uppercut, and the hammer snapped in two, the two halves flying by each side of him. Arkarlalus threw off his armor, and charged at Ulsa, only to lose his hands. Ulsa then cut Arkarlalus's knees, and cut the kneeling Brute to ribbons. Ulsa and his squad then left, to continue their hunt and stop the Covenant from rebuilding its successful empire.
Eventually, they encountered another Brute, Kiralharyos (Keer-ral-hair-yose).

The Brute, accompanied by the Prophet of Light, invited Ulsa to rejoin them. Quatat threw Ulsa a normal infantry Assault Cannon, and he fired upon the Prophet of Light, damaging his Gravity Throne. The Prophet of Light got out, and decided to watch the fight between Ulsa and Kiralharyos. Ulsa drew his Energy Sword, and marched up to Kiralharyos. Kiralharyos pulled his Gravity Hammer from his back, and swung it downwards. Ulsa grabbed it, pulled it out of Kiralharyos's hands, and, with a single hand, swung it sideways, knocking Kiralharyos onto the ground. Ulsa then tossed it away, and jumped at Kiralharyos, who rolled out of the way. Kiralharyos signaled The Prophet of Light, who tossed him an Energy Sword. Ulsa swung his sword at Kiralharyos, who clumsily blocked it. Ulsa swung his sword upwards, Kiralharyos swung his downwards, then vice versa. They countered each other's attacks, then Ulsa released his attack, before swinging upwards again, disarming Kiralharyos. He kicked him in the crotch, then stabbed him. Kiralharyos rolled to the side, grabbed his Hammer, and swung it at Ulsa, who caught it again. He twisted the Hammer, breaking Kiralharyos's wrist, and he, in retaliation, punched Ulsa onto his back. Ulsa jumped back on his feet, and taunted Kiralharyos about his "Great Journey". Kiralharyos, in his anger, threw his hammer at Ulsa. Ulsa performed a karate chop, and the hammer snapped in two. Ulsa threw his sword high into the air, grabbed the pieces of Kiralharyos's hammer, and threw one into his stomach, then beat Kiralharyos with the other part, before stuffing it into his chest, then caught his sword as it came back down. Ulsa chopped off Kiralharyos's head, then tore the corpse in two. The Prophet of Life congratulated and invited Ulsa back into the Covenant, but he instead had the hidden, small, plasma cannon in his armor retract, then shot The Prophet of Life in the head, burning a hole in it. Ulsa put it away, and left with his squad.

Ulsa had recently gone to the Brute homeworld, Doisac, and found two Brute Chieftains. They spotted him, and one blindly ran out at him, Ulsa simply stabbed the cocky Brute, and kicked him to the ground. The second was smarter, and pulled out a spiker. The Brute fired at Ulsa, who activated

his arm shield. The Brute went berserk and charged at Ulsa. Ulsa stepped to the side and cut him in two. Minutes after entering his squad's Phantom, he received a message from his battered brother, Utka 'Fornam, who had escaped High Charity and the Great Schism. Utka gave Ulsa his location, and the squad went there. Utka, looking miserable as ever, asked Ulsa to kill him and put him out of his misery; his limbs were wrecked and he needed to have a life-support suit up to his neck to keep him alive because of the plan to kill Utka, devised by Jak. Ulsa obliged with no questions asked, and, choking back tears, ordered his squad to bring him to the Shade of Malice, as he wanted a fleet to attack the planet. Jak looked at the corpse of Utka, guilty of what he had caused. He and Ulsa burned the corpse, and Ulsa asked him why he did "it" as the body burned. Jak replied that Utka was strict upon him and his Jackal friends, then reminded Ulsa that they had pressured him into accepting the plan. Ulsa said that, out of the Jackals that devised the plan, Jak will be the only one he spares, as he owed Jak for saving him multiple times. Ulsa killed the 5 Kig-Yar for indirectly causing Utka's misery and death, May, Jak's love interest, and Cag, Jak's best friend, being saved for last. Ulsa raised his sword, and Jak quickly jumped in the way, drawing his Energy Cutlass. He parried the attack, and told Cag and May to run. They tried to run, but Ulsa drew his Fuel-Rod Gun, and, with one hand, fired it at Cag, obliterating him. May continued running, but Ulsa took another shot, causing a pillar at Utka's home to topple on top of her. Jak screamed, and released his attack, then made a quick attack and cut Ulsa across the face, giving him a scar. Ulsa told him that he will now die for betrayal. Jak activated his arm-shield, and fought Ulsa some more.

Quatat and Shadaesis walked out of the Phantom to see what was taking the two so long, and saw Jak and Ulsa fighting. Jak found an opening in Ulsa's defenses, and cut him across the chest. Ulsa dropped, in pain, and Jak was about to perform a killing stroke, but Quatat shot Jak. Jak, in retaliation, drew his Plasma Rifle and shot Quatat multiple times, but Ulsa put his left arm in the way, and activated his arm-shield. The shots were blocked, and Jak ran from Ulsa. Jak ran into a nearby forest, and hid in the trees, with all his gear. Ulsa left with his squad in their Phantom, as they were unable to find Jak. Jak ran to the corpses of his dead friends, and dragged their corpses to Utka's Phantom. Jak loaded the corpses onto the ship, and flew to Eayn, and buried the corpses in front of each dead Jackal's home. Their mates (except for May's, because she was single)saw each burial, and cried in Jak's arms. He promised to avenge each of the 5 dead Jackals all at one time, and flew around the planet, hoping to recruit more Kig-Yar to assist him.

Duel with Jak[]

Jak flew to the planet he believed Ulsa would go to next. Fortunately for him, he found Ulsa. Ulsa had cut down a Brute Chieftain seconds after Jak arrived. He noticed Jak, and drew his Energy Sword. Jak drew his Energy Cutlass and activated his shield. The two battled for a few minutes, and tired each other out. However, neither Ulsa nor Jak would give up. Eventually, during the duel, Jak was able to find an opening in Ulsa's defenses, and cut him across the left arm. Ulsa groaned, and sunk to his knees. Jak told him he shouldn't have killed his best friend and the love of his life. Ulsa replied that they shouldn't have harmed his brother. Jak angrily told him that it was because of the stress Utka had put upon him and his friends. Jak prepared to kill Ulsa, but he was shocked to hear two familiar voices. Jak turned around.

Jak was shocked: He saw two familiar Kig-Yar, Cag and May. Jak's mouth dropped open. He asked them how they survived. Cag replied that he wasn't killed: It was Hak who was killed instead. They had switched appearances for a day, and Ulsa mistook Hak for Cag. May replied that she wasn't crushed by the pillar: Her right leg and arm were hit by the pillar instead. After Jak buried her, she came back out of the ground and stowed away on Jak's ship. Jak turned to Ulsa, and told him he won't kill him, then said that Ulsa will not kill May or Cag. Ulsa, not wanting to have another fight with Jak, nodded, and welcomed the 3 Kig-Yar back into the squad.


The hunt continues[]

It had been 3 months since Ulsa's duel with Jak. Ulsa had gained information from Kig-Yar spies, telling him the location of a base belonging to surviving Covenant Loyalists. After ordering two of his Phantoms to fly to the base, he brought several Special Operations squads with him, as well as two Zealots, six Ultra Sangheili, ten Major Sangheili and Unggoy, a UNSC Marine squad, and four Mgalekgolo, and they headed to the base, stationed on a non-glassed area of Reach. Ulsa's Phantoms cloaked themselves, and dropped off the Special Operations squads, with Ulsa, first. The Special Operations squads simply had to disable communications and kill all guards on the outside of the base. Ulsa and his squads activated their Active Camouflage, and split up. Ulsa slowly walked up to a Brute from behind, pressed his wrist against the back of the Brute's head, and activated a wrist blade, killing him very quickly. As they advanced closer to the base, a Kig-Yar guard spotted Ulsa, but before he could alert anything, he felt an Energy Sword of another Sangheili, and died. Ulsa nodded to the Elite, and entered the ventilation system of the base.

Now inside the ventilation system, Ulsa explored the system, and finally reached a vent leading to where a Brute Chieftain was. Ulsa backed down the vent, and whispered to his allies, asking if the guards on the outside were dead. He heard the answer he wanted, and ordered the Phantoms to drop off the actual assault squads. They did so, and Ulsa activated his Active Camouflage again, left the ventilation system, and hid in the shadows, listening in on the Brute Chieftain's conversation. After listening to the Chieftain's plan to rebuild the Covenant, Ulsa chuckled to himself, and walked up to the Chieftain from behind. He pushed his Energy Sword to the Chieftain's back, and mocked the Brute about his "pathetic Great Journey. You know nothing. We will stop you, and the Covenant will be permanently destroyed! You are doomed. The Rings will do nothing but destroy us all." The Chieftain howled, and kicked Ulsa in the stomach, then charged at him with his Gravity Hammer. The Chieftian's bodyguards joined in; the first was slain easily by a sword to the throat; the second was killed by a Spiker Round to the head. The Chieftain took advantage of the distraction to push Ulsa out of a window, but felt agonizing pain when he felt Ulsa's sword go clean through his belly. Ulsa dropped the Chieftain to the floor, and kicked him; no movement.

Ulsa grinned to himself, and watched his allies fight the Loyalists. However, he watched a Marine suddenly start gunning down a Sangheili, saying, "This is what you get for what you did to me!" Ulsa then jumped out of the window, but activated his antigravity pack before hitting the ground, then he descended. He felt a Spiker get pressed against the back of his head, but still remained unafraid. Using an Overshield, he survived the spiker's shots, and turned around to kick its wielder in the groin. The Brute fell to the ground, groaning, and heard Ulsa's taunts about the Great Journey being a lie, and that the Brute died in vain, then felt plasma bolts strike his face, and all went dark for him. Ulsa then saw a Marine on top of a building, fighting a Brute. Ulsa then activated his antigravity pack to get to the fight, and killed the Brute with ease. The Marine walked up to him, and congratulated him for his fighting.

Ulsa recognized the number on the Marine's chest, the same Marine who killed a fellow Sangheili, and offered to give the Marine his Fuel Rod Gun in exchange for his pistol. The Marine gave Ulsa the pistol, and thanked Ulsa for the Fuel Rod Gun, only to be interrupted by a shot to the forehead. The Marine groaned, and Ulsa took his Fuel Rod Gun back as the Marine fell off the building.

After an hour of fighting, Ulsa and the squads he brought with him walked to their Phantoms. Before Ulsa could enter the Gravity Lift of his Phantom, he could feel danger coming, and jumped into the air, dodging the swing of a Gravity Hammer. Ulsa landed behind its wielder: the same Chieftain he fought in the base, not dead, but wounded. The Chieftain laughed, and mocked Ulsa of how what he's doing will do him no good, but was interrupted by Ulsa cutting his Gravity Hammer in half. The Chieftain looked at the two halves, dumbstruck, but blocked Ulsa's second slash with an Energy Sword, which he had stolen from a Sangheili he killed during the fight. The Sword fight was ended quickly, as the Chieftain's wound continued to bring agonizing pain, stunning the Brute. Ulsa took the Chieftain's helmet off of him, and pushed him over a cliff. Afterwards, the Phantoms containing him and his strike team returned to the Shade of Malice, which Ulsa ordered to glass the Covenant base.

Personality[]

Ulsa, like most Sangheili, had a sense of honor which he carefully followed, from ensuring fair fights with personal adversaries to showing respect to those he deemed honorable warriors. Similar to Thel 'Vadam however, Ulsa was very flexible when it came to honor and tradition, such as his interest and usage of human and Brute weaponry; when discouraged or confronted about this, he justified his actions by regarding the weapons as mere tools for killing, rather than something to be ignored out of pride, which he despised. In addition, he preferred to rely on his cunning instead of sheer brute force and the common Sangheili method of recklessly charging into battle. He frequently emphasized the necessity of this to those both below and above him, often earning admiration from his fellow Sangheili for his wit. This behavior is perhaps what led to his induction into the Covenant Special Operations before his ambition led to him seeking political power on the Council.

Over the years, Ulsa had developed a bitter hatred for a variety of things. From an early, he despised the Jiralhanae with a passion due to several of his loved ones dying at the hands of a group of Brutes. He resented the pride that his race commonly exhibited, seeing it as the key to every warrior's downfall. He often backed this up by citing countless Sangheili of legend who had become consumed by their arrogance and died as a result. In addition, he did not possess the prevalent Sangheili distaste for doctors; he made sure to employ many of them on the Shade of Malice and frequently encouraged those aboard to see them.

Ulsa was a ruthless leader and sought to be both feared and respected by his opponents, as displayed by his brutal tactics such as feeding prisoners to his Kig-Yar followers or torturing prisoners for information before executing them. However, he was not entirely cold; he eventually came to regret the cruel actions he inflicted on countless humans throughout his life in the name of his old religion, and thus sought to make up for it by aiding Thel 'Vadam in improving Sangheili relations with humanity. He had a deep sense of respect for many of his former enemies, especially John-117 and Sergeant Johnson. He also possessed a low tolerance for traitors, rebels, and the Prophets for their deception; he only sought diplomacy with them when advised to by Thel, but otherwise left no survivors when it came to the Covenant Remnant or anyone who betrayed the Sangheili.

Armor and physical appearance[]

Ulsa wore a full set of Sangheili Councilor armor, albeit with a few minor personal modifications; his personal energy shields were upgraded to withstand more damage than most, but drained power from his active camouflage as a result; this left him more vulnerable when the latter was activated, but his shields were still strong enough to withstand enough shots for him to seek cover. The armor was painted black and he often donned a long cape for aesthetic purposes, believing that he looked more intimidating with these additions.

Ulsa's skin was a very dark grey color—almost dark enough to be considered black—and uniquely lacked the patterns that most Sangheili had on their bodies; his skin was completely blank, except for a few silver lines on his joints.

His left arm was severed at some point in a duel, which forced him to get a mechanical replacement. As a result, he took up training himself in sword-fighting in order to prevent himself from making the same mistake. However, unlike other Sangheili with robotic limbs, Ulsa does not try to hide his, believing it frightened his opponents.

Skills and abilities[]

One of Ulsa's most notable skills was his mastery in the art of dueling; as per the custom of his keep, he was trained in swordsmanship at a young age and continued to study it for many years. He continued to train himself in dueling even after being considered one of the best, both out of excessive free time and because of the loss of his left arm. In combat, he proved to be a formidable foe at close range, using a mixture of skill, strength, and cunning to outwit and overpower his opponents. Despite having an extreme dislike for pride, he couldn't help but feel a strong sense of accomplishment from his skillful use of energy swords.

Ulsa was also competent with plasma rifles and sniper weapons, having learned to expertly use the former during his earlier years in the Covenant military. When he joined the Covenant Special Operations, he became more accustomed to the beam rifle, quickly adjusting to it and skillfully using it to take out enemies from greater distances.

Weaponry was not the only field of combat Ulsa was dangerous in; the excessive training he had undergone over the years turned him into a menace in hand-to-hand combat. Despite his preference for dueling, his prowess in martial arts was just as daunting. This effectiveness was improved by his mechanical limb, as his inability to feel pain and subsequently boosted strength allowed for more powerful blows.

  • Ulsa's name is an anagram of Orna 'Fulsamee, the Shipmaster from the Halo: The Flood.
  • Ulsa was originally intended to die on the Ark, but I decided to keep him.
