You must be ranked Officer Cadet or higher to promote a user, you can only promote someone one rank at a time and you cannot promote someone to the same rank as you, and he must be promoted for how well they work on fanon or how hard they work on fanon. We will often create RPs so if you work hard at an RP then the chance you have of getting promoted is much higher.
