Voktra was a Sangheilian warrior in the Covenant military. He was born and raised by a group of desert bandits on Yermo, and thus had no official last name as a sign of defiance towards the Kaidons in the neighboring states. Much later, he joined the Covenant military to avoid a death sentence after he and his fellow bandits were found and imprisoned by Vadam soldiers.

Eventually, he made a good impression on the Council of Masters after three highly successful tours of duty, and was assigned to the Deniable Exodus under Junior Shipmaster Vod 'Koidamee. He was one of the few non-Koidam members of the ship's crew, and not held in very high regard because of his distant past, though Vod and some other senior crewmembers came to admire his skill. However, none in the crew denied that he was very eccentric for a Sangheili, as he had no qualms about using Kig-Yar Point Defence Gauntlets in battle, equipment another Sangheili would usually not touch.

Along with the rest of the Deniable Exodus crew, he participated in the Battle of Deluge, where he miraculously survived the initial Drinol Sentinel assault. After The Labarum was fully activated and disabled the Deniable Exodus, he along with another survivor, Xutar 'Koidamee, recovered the surviving crewmembers. He then aided in their effort to disable the Labarum's defense systems, which they succeeded in. However, a short while later, he was killed by the two demons after several assault rifle rounds penetrated his chest armor.
